Collaborative EW Symposium 2025
March 11-13 | Point Mugu, CA

Theme: Coalition EW in near-peer conflict

Any future near-peer conflict will almost certainly involve coalition warfighting. For such, many standards in kinetic weapons, communications, and operations have been instantiated, as in NATO. EW has arguably been less standardized with regard to desired synergies and required interoperability in coalition spectrum warfare. Therefore, EW synergies and interoperability across coalition forces are worth exploring. We seek to cover any and all aspects of current and future EW and intend to address how these might work in the most difficult and challenging warfighting context for which we can prepare in coalition near-peer conflict. Prominent leaders, contributors and representatives from the AUKUS Partners: Australia, the United Kingdom and the United States will gather from government, academia, and industry to address EW challenges and opportunities in the coalition warfighting.

Jamming and Spoofing GPS - An Important EW Element of Great Power Competition

Positioning, navigation and timing (PNT) is an essential utility to military forces and civil systems and applications. It underlies the operation of IT and communications, systems, populated data fields making modern life possible.

America’s primary source of PNT is the Global Positioning System (GPS). Its fragile, easily denied and imitated signals are being disrupted around the world every day. Disruption is a major feature of conflicts in Ukraine and the middle east and is regularly observed in the Baltic and southeast Asia.

What began as America’s gift to the world has become a military and civil vulnerability, and in some regions a liability. The webinar will discuss the mechanics of jamming (denial) and spoofing (imitation and manipulation) of GPS signals. And how GPS PNT evolved from a weapons system, to an essential utility that enabled untold trillions in economic benefit, to a point of internation contention and conflict.

Long Overdue: The Case for Reforming DOD’s PPBE Process, Part II

In part two of this special series, From the Crows’ Nest host Ken Miller brings back researchers Jeff Kojac and Olivia Letts from George Mason University Costello School of Business and its Baroni Center for Government Contracting to discuss the findings from six case studies they’ve conducted and what they ultimately recommend to reform the DOD’s PPBE Process.

The pair found that their case studies ultimately confirmed commonly held criticisms of the process: that there were delays when funding rapid development and deployment of new capabilities was needed. They ultimately issued nine different recommendations to reform the process including reducing program elements to make a more streamlined and consolidated budget,  as well as amending the continuing resolution prohibition on new starts to allow program offices dealing with new requirements or new technological developments to adapt to them without having to wait until January or February of the following year.

While the pair say the future of DOD PPBE reform is uncertain, they say that the final report has executive-level support — a note of optimism that some of these recommendations may be implemented.
