Original papers are being solicited from the United States and Five Eyes Nations, Government, Academia, Industry, Operational Units, and Subject Matter Experts on how to fight and win decisively against any adversary in a joint, multi-domain, high-intensity conflict through employment of Cyber Electromagnetic Activity (CEMA) capabilities. We will continue to expand the CEMA discussion from a doctrine, operational, technology, and threat perspective and how to integrate electronic warfare, cyber, signals intelligence, information operations, and other forms of non-kinetic fires into operational formations. Conference presentations may be classified TS/SCI US Only or REL FVEY, or Secret Releasable FVEY. 

Paper submissions should unclassified and indicate the level of classification for presentation, and focus on the following topic areas:

Sunset of the EA-6B Prowler

The EA-6B Prowler was the Navy and Marine Corps dedicated Electronic Attack platform for almost 50 years, performing in practically all of America’s military actions from Vietnam in 1972 through Syria in 2019. Through a process of upgrades and modifications, the Prowler kept up with a vast spectrum of threats, from individual radars to integrated air defenses to communication/network attacks until superseded in 2015 by the Navy’s EA-18G Growler. The 170 Prowlers built represent the largest production run of dedicated EW aircraft in history and the design’s remarkable flexibility allowed it to stay abreast the threat throughout its life.

This presentation begins with an introduction to the airplane and follows the developments and capability improvements through the years.  This presentation will also discuss the EA-6B community, from Navy Airwings to Marine Corps utilization to shore-based expeditionary operations.  Finally, the Prowler’s use in combat operations is discussed, including operations in Vietnam, Libya, Iraq, Bosnia and Afghanistan.

The Air Force will see two major satellites launched from Florida in late July following the delay of an advanced anti-jamming communications satellite launch in June. The first launch will be the fifth Advanced Extremely High Frequency satellite. The AEHF satellite system provides highly secure, anti-jamming communications for the military. (C4ISRNET)

Britain is planning to invest up to $162 million developing three directed-energy weapon demonstrators, including one aimed at killing drones, the Ministry of Defence has announced. The MoD said it had notified industry this week, in what is called a Prior Information Notice, of its intention to procure two laser-based demonstrators and a radio-frequency weapon to “explore the potential of the technology and accelerate its introduction onto the battlefield.” (Defense News)

The theme for the UNCLASSIFIED portion of the 2019 Pacific Information Operations Symposium, “Countering Coercion: The Role of Information Operations,” examines the Indo-Pacific Information Environment (IE) to understand how coercion and malign influence diminish the effectiveness of deterrence. Following last year’s symposium focus on how Information Operations could support effective deterrence, this year’s theme will examine how comprehensive coercion undermines effective deterrence of adversaries and assurance of allies and partners. The symposium will examine how to counter the erosive effects of coercion and malign influence from weakening or negating friendly force inform and influence efforts, preserving confidence in the cohesion of our Alliances and national capabilities to defend sovereignty from multiple attack vectors.

USINDOPACOM J39 and the Association of Old Crows (AOC) are soliciting original unclassified English language presentations and/or papers for the 8th Pacific IO Symposium / USINDOPACOM IO Symposium from subject matter experts in the United States, and Allied and partner militaries (or ministries of defense/security), as well as from academia and industry on the symposium theme.

Presentations must be UNCLASSIFIED, or FOUO releasable for the unclassified sessions. Presentations for classified sessions at Camp Smith (October 11th) should be at the SECRET REL/FVEY level.

The AOC Taipei Chapter has been established for more than 40 years. This year, in line with the "Defense Industry Regulations" policy, the Taipei Chapter will be expanded to provide a platform for tactical exchange and technical discussion between the military, R&D units and manufacturers to enhance Taiwan's defense industrial development in the fields of electronic warfare and cyber warfare.

Recently, the 2019 Annual Conference was held at the National Chung-Shan Institute of Science & Technology (NCSIST), Taiwan, R.O.C. to showcase the state-of-the-art electronic warfare and cyber warfare equipment and invite experts to give special lectures and seminars. The conference was chaired by Dr. Ko, Ping-Ya, president of Taipei Chapter and vice president of the NCSIST. Invited were the Vice Minister of the Ministry of National Defense Lee, Ting-Sheng, the Director of the Department of Regulations Xie, Jun-Shan, the Commander of the Army Training Center Ye, Rui-Jia, and the Ministry of National Defense, the relevant units of the three armed forces, the National Defense University and individual members. More than 200 people attended the 2019 Annual Conference.

On June 28, 2019, the AOC Capital Club Scholarship Chair, Donald (Don) Revell (Colonel, U.S. Marine (Ret.)) enjoyed the privilege of meeting and presenting the Capitol Club’s most recent scholarship award to Virginia Tech student Bryce Flowers in Blacksburg, Virginia. Bryce is currently working on an emerging technology research project that involves the fusion of RF Engineering and Adversarial Machine Learning.

After presenting Bryce with a $2,500 scholarship award, Colonel Revell was given a tour and briefing of Virginia Tech's Ted and Karyn Hume Center for National Security and Technology by Dr. Chris Headley, assistant director of the Hume Center's Electronic Systems Laboratory and research assistant professor, by courtesy, with the Electrical & Computer Engineering Department. The Hume Center leads Virginia Tech's research and experimental learning programs in national security with a focus on aerospace and oceans engineering, electronics systems and information systems. The Hume Center holds Center of Academic Excellence designations from the National Security Agency, the Department of Homeland Security and the Intelligence community.

The Palmetto Roost has announced the establishment of the Rosemary Wenchel Memorial Scholarship at Charleston Southern University. 

In memory of friend and mentor, Rosemary Wenchel, the scholarship will support a female student enrolled in the Bachelor of Science in Cybersecurity program at Charleston Southern University. Mrs. Wenchel was a leader, mentor, and friend to so many, and the Palmetto Roost endeavors to honor her legacy through this scholarship program.

The White House nominee to be the Pentagon’s top uniformed official said the Department of Defense needs to improve its non-kinetic capabilities. As the department shifts to prioritizing competition against China and Russia, which feature cyber, electronic warfare and information warfare tools that can create confusion and loss of confidence in systems, the United States will have to invest in these systems in kind, said Army Gen. Mark Milley, the nominee to become the chairman of the Joint Chiefs of Staff. (C4ISRNET)
