NEW KEYNOTE SPEAKERS ANNOUNCED: Cyber Electromagnetic Activity 2015, October 6-8, Aberdeen Proving Ground
The International AOC and APG Susquehanna Chapter of the AOC, under a co-sponsorship agreement with Army Team C4ISR APG, will hold the Inaugural CEMA 2015 Conference at Aberdeen Proving Ground, MD. Sessions are open to Five Eye nations.
The theme for the inaugural CEMA 2015 event is "Synchronizing Cyber Electromagnetic Activities to Win in a Complex World." The newly published Army Operating Concept (AOC) emphasizes the importance of ready land forces and their significance to the joint and coalition fight and recognizes the need for continued innovation to win in a complex world. Cyberspace operations, in conjunction with electronic warfare and electromagnetic spectrum operations, are identified in the AOC as one of the seven core Army competency areas critical to shaping the operational environment and winning decisively. Equally new to the Army is the concept of Cyber Electromagnetic Activities (CEMA), which is outlined in the first doctrinal field manual of its kind that integrates and synchronizes cyberspace operations, electronic warfare and spectrum management operations. The CEMA 2015 event will allow for an exchange of ideas, concepts and information; provide a venue to address these new and emerging concepts; and serve as a framework to discuss ongoing and future research and development to set the conditions for innovation and success.
Attending the CEMA 2015 event also will provide the Army and DOD electronic warfare and cyber communities of interest an opportunity to discuss the current and emerging electronic and cyber warfare requirements and meet with coalition partners, industry technicians, engineers, scientists and other government agencies and learn from their successes.

VIEW THE CURRENT AGENDA: 4th Annual AOC Pacific Symposium in Honolulu, October 20-22
This year's unclassified event, in association with USPACOM, will cover the role of Information Operations, Electronic Warfare (EW), Cyber Electromagnetic Activities (CEMA), EM Spectrum Operations (EMSO), and other Information Related Capabilities (IRCs) and AOC mission areas, with specific operational and conceptual focus on the emergent threats and challenges posed by Hybrid Warfare*. As in previous Pacific events, the symposium will include global partners and Allies from around the Pacific region who will present their unique perspectives. The symposium continues October 22 with a classified working group at the SECRET REL FVEY at HQs U.S. Pacific Command on Camp H.M. Smith. The agenda and instructions for attendance for the classified working group will be coordinated through official military channels with PACOM J39.

The purpose of the symposium is to bring together government, military, industry, academia, small business and other stakeholders for discussions on the operational challenges facing the practitioners of these IRCs, and to explore possible technological and tactics/procedural solutions. To stimulate wider interest and inquiry into these issues, the symposium and related activities and events will be open to registration by government, industry and academia representatives without regard to their AOC membership status (both AOC members and non-members may register) except that access of foreign and any other persons may be restricted as necessary in accordance with applicable laws and regulations.

REGISTER FOR THE NEXT AOC VIRTUAL SERIES: Coexistence of LTE & Radars Webinar, September 17

In the U.S., cellular networks, radar and other wireless systems are designed to obey a fixed spectrum assignment regulated by the FCC. These assignments are now being challenged, in that some bands are under-utilized while others are highly over-utilized. This ineffectiveness in spectrum allocation is exacerbated by the dramatically increasing need for bandwidth in our RF infrastructure. In addition, state-of-the-art mobile radio standards claim more and more bandwidth. For example, the worldwide allocation of LTE bands increased from 11 to 48 bands since 2011. Issues like these have supported the evolution of intelligent systems like cognitive radio.
This presentation will discuss the coexistence between S-Band radars and the commercial LTE mobiles operating in E-UTRA Band 7 from where considerations to the future LTE technology by the DOD in close proximity to radars can be drawn. Coexistence issues examined by looking at measurement data gathered at a major international airport will be presented. Key performance indicators, such as data throughput or Block Error Rate of the mobile LTE device and the probability of detection of security-relevant radars, have been measured and evaluated with the goal how to recognize and address the problems they cause.

NEW AOC VIRTUAL SERIES WEBINAR: EW in the Cyber-Information Age, October 1

In 2006, the US National Military Strategy for Cyberspace Operations (NMS-CO) added cyberspace as a domain "characterized by the use of electronics and the electromagnetic spectrum (EMS) to store, modify, and exchange data via networked systems and associated infrastructures." With the increasing international concern over cybersecurity, the US Department of Defense later redefined cyberspace as "a global domain within the information environment consisting of the interdependent network of information technology infrastructures, including the Internet, telecommunications networks, computer systems, and embedded processors and controllers." The original DOD definition of cyberspace recognized the need for a medium to transport data (and information) between electronic systems; the current definition emphasizes information systems specifically. Just as the sea is the medium for movement of people or cargo in the maritime domain, electromagnetic spectrum serves as the medium for the movement of data and information in all domains. This makes it even more important for the EW community to understand the importance of Joint Electromagnetic Spectrum Operations (JEMSO) to cyberspace operations and other information-related capabilities, particularly in the context of military operations conducted in contested environments.
This AOC presentation offers practitioners in all warfighting domains a fundamental way to think about Electronic Warfare (EW) in an age of increasing operational dependency on the EMS and information. For the EW community, it offers fundamental principles to guide a coordinated, coherent approach to our profession, including our relationships with the cyberspace and information operations communities.

OCTOBER 15 AOC VIRTUAL SERIES: Approaches for Resilient Positioning, Navigation and Timing (PNT)

Diverse elements of our military capability and national infrastructure are critically reliant on GPS as a near "sole means" source for precise location and time. Yet, GPS signal reception is potentially vulnerable to interference, and, it does not work well in many environments; for example, indoors where people spend most of their time. Resilient "anywhere, anytime" position and timing will entail using a system of systems, not just a particular system.
The discussion starts with a quick review of how pervasive GPS has become and then describes some of the unmet needs and vulnerabilities. This webinar then surveys some of the alternate approaches currently being fielded and under development with an eye toward their strengths, weaknesses and synergisms in differing environments and applications. In the course of the webinar, other timing and location systems surveyed will include: other SATNAV systems such as Glonass, Galileo and Beidou; eLoran/VLF; Locata’s position and time system; WiFi positioning; select LTE/4G capabilities; Pedestrian Dead Reckoning (PDR); the P1588 precision clock synchronization protocol; and Chip Scale Atomic Clock (CSAC) developments. The importance of maintaining situational awareness for establishing environmental context is examined. Different system/sensor combinations shine in different environments, but only if correctly matched to the environment.

INDUSTRY NEWS: No More Waiting: Forge Straight Ahead On JSTARS |
 The Air Force recently announced the first JSTARS contracts, and the Air Force Chief testified to Congress on the program’s importance. Lockheed won $10.5 million. Northrop Grumman, the incumbent, got $10 million. Boeing received just under $10 million. The JSTARS fleet is due for retirement in 2019 so there’s not a lot time to build a replacement. AOC Past President Lt Gen Robert Elder, USAF Ret., a former JSTARS operator, now a professor at George Mason University, penned this opinion piece urging the Air Force and the Pentagon to move straight ahead on the program. INDUSTRY NEWS: Army Creating Cyber Units With Soldiers, Civilians |
 The Army is looking for soldiers and civilians to serve in new cyber units charged with protecting critical stateside infrastructure and creating "effects" on the battlefield in support of conventional forces. The challenge: Attracting the creative, energetic talent typically drawn to the freewheeling tech sector. Army Cyber Command has about 20 teams in place, out of the 41 that it hopes to form by the end of next year, said Command Sgt. Maj. INDUSTRY NEWS: MAKS: Is Russia Developing an F-35-Hunting UAV? |
 Russia could be working on a low-observable, F-35-hunting unmanned air vehicle that uses deeply-integrated electronic warfare systems to stay hidden from radars. The tip-off comes from electronic systems producer KRET, which has a curious UAV model on display at the MAKS air show in Moscow. According to the company’s first deputy chief executive officer Vladimir Mikheev, this aircraft model is more than just a sleek promotional display – it is an advanced military UAV being developed by the United Aircraft Corporation (UAC). INDUSTRY NEWS: China's Largest Drone, The Rainbow 5, Makes Its Maiden Flight |
 China’s largest, self-developed unmanned aerial vehicle (UAV) made its maiden flight in Gansu province Monday, according to local media. The drone's first flight lasted about 20 minutes, though it can reportedly stay in the air for over 30 hours. The CH-5 UAV has a wingspan of 66 feet and a takeoff weight of about 3 tons. The drone, also known as the Rainbow 5, or Caihong 5, represents China’s entry into the heavyweight drone field, which has so far been dominated by the United States. The CH-5 has a wingspan similar to the U.S. Reaper drone. (International Business Times)
