INDUSTRY NEWS: EW Working Group and the AOC bring DoD CIO team to Capitol Hill to brief Congress on "Assured Dynamic Spectrum Access: A Framework for Revolutionary Change"

May 7, 2015: Electromagnetic spectrum (EMS) access is a prerequisite for modern military operations. The Department of Defense’s (DoD) growing requirements to gather, analyze, and share information rapidly; to control an increasing number of automated Intelligence, Surveillance, and Reconnaissance (ISR) assets; to command geographically dispersed and mobile forces to gain access into denied areas; and to "train as we fight" requires that DoD maintain sufficient spectrum access. Additionally, we are facing new sophisticated challenges in the EMS due to the explosive growth of spectrum dependent systems (SDS) and consumer demand for spectrum, the global proliferation of highly innovative electronics technology, and the development of advanced cyber capabilities.

These competing trends are changing the spectrum landscape, nationally and internationally, for the foreseeable future, and they were the impetus for a May 5 congressional staff briefing hosted by the EW Working Group in cooperation with the AOC. Twenty staff representing members of the House and Senate, including the congressional defense committees, attended the briefing to hear from a team representing the Department of Defense (DoD) Chief Information Office to discuss, "Assured Dynamic Spectrum Access: A Framework for Revolutionary Change."

Mr. Fred Moorefield, Director, Spectrum Policy and Programs, and Senior Policy Analyst, Ms. Lily Zeleke, led the briefing and provided an overview of DoD EMS Operations and covered the DoD's use, control, and management of the EMS; EMS requirements for assured access to and unimpeded use of the EMS; past years achievements; current EMSO/EMS Sharing initiatives and DoD's strategic vision for future EMS control/management/operations. The high-level discussion and the depth of questions raised by congressional staff reflect the growing awareness on Capitol Hill about Spectrum policy and EMS operations and the important advocacy contributions that the AOC must continue to provide.

The briefing was the first in a series with the DoD CIO that seeks to educate Congress and congressional staff about the challenges facing DoD and the need to develop a new approach toward Spectrum policy and management in the 21st century. Additionally, the AOC is working with the EWWG and other relevant caucuses, including the Directed Energy Caucus, on several other briefings to generate knowledge on Capitol Hill on leading issues facing our community.
