AOC EDUCATION PROGRAM (AOCEP)
Can You Speak Operational Electronic Warfare Like an Expert?

The AOC has always had an active education program with a rich legacy. Courses such as Dave Adamy’s "Fundamentals of EW" and Dick Wiley’s "Radar and EW" have been mainstays. These and other "legacy" courses continue to be relevant, popular and serve the EW community well. However, there is a growing need to offer courses with a different perspective and the current environment calls for operationally focused courses that cover a body of knowledge on EW in key areas of functional concentration and specialty.

Late last year, the AOC initiated the creation of a series of totally new courses with assistance from an outside vendor. Plans call for more than a dozen courses to be developed and delivered during 2010 and 2011. The courses are unique, having an operational focus going beyond the technical aspects of "what" is EW to a new level of understanding the "why" of EW. The field of EW is an increasingly complex one and it is important to provide students with knowledge to understand what EW provides for the warfighter in modern conflicts. The AOC launched the new courses to provide military, government and industry professionals with the tools to perform in today’s environment and create developmental strategies superior to potential adversary capabilities.

The first three courses have already been prepared and concentrate on all aspects of operational EW, from basic concepts to advanced planning and management skills. They range in intensity and skill-level, covering everything from the fundamentals of EW concepts for defense professionals seeking a general understanding, to advanced applications and technical analysis for military and industry professionals who specialize in EW. The courses are:

Essentials of 21st Century Electronic Warfare

Upcoming Course Dates:
March 1-4, AOC Headquarters

Designed for persons in the military, government and industry with an interest in "warfare across the Spectrum" from its roots in Electronic Combat to its contemporary EM Spectrum Warfare applications. The content is intended to instill and reinforce a common, fundamental level of knowledge on the operational contexts and critical importance of EW. It also serves as an effective, broad-based review for those currently involved in EW planning, operations, technology or program management. Topics include:

  • EW history, organization, capabilities, modeling, capability testing, reprogramming, targeting, training and exercises, employment concepts, applications, intelligence requirements, events and COI resources
  • EMS doctrine, policy, lexicon, concepts and management
  • RADAR, communications, antennas / apertures, DE / LASER, Space, Navigation Warfare, Cyberspace, UASs, IADS, IEDs, and EMS attack techniques
Applied 21st Century Electronic Warfare
Upcoming Course Dates:
April 5-8, San Antonio, TX
April 19-22, Warner Robins, GA

Designed for professionals in operations, support and training directly responsible for execution of electronic warfare missions. The content is intended to re-baseline operational knowledge and reinforce operational context for personnel in or close to the fight. Although some common body of knowledge fundamentals are briefly addressed, this course leans toward a more advanced discussion of applications, capabilities and processes relevant to conducting and sustaining EMS warfare operations. Topics include:

  • EW history, organization, capabilities, modelling, capability testing, reprogramming , databases, targeting, training, employment concepts, applications, intelligence requirements, events and COI resources
  • EMS doctrine, policy, lexicon, concepts and management
  • RADAR, modern communications applications, antennas / apertures, DE / LASER, Space, Navigation Warfare, Cyberspace, UASs, IADS, IEDs, EMS attack techniques, wargaming, operational planning activities and products, emitter location and signals analysis, EO/IR concepts and applications, and operational case studies

The first course, Essentials of 21st Century Electronic Warfare, was delivered in December 2010. It was well received, and the student comments reflect the careful and thorough planning used to craft the courses. The students said:

"Great course! Enjoyed it and took much from it. Excellent! Did exactly what I hoped for, covered things to greatly help me understand how EW is used in the battles... Course highly recommended."

"Great introduction, high-level overview course on EW, its application and fundamentals."

"At times a lot of information to take in and learn, but great instruction."

"This course was outstanding with the broad amount of information presented."

"A lot of good information with the right amount of detail overall."

It is important to highlight that the current courses represent the beginning of an effort to enhance and expand the AOC education program. As the program moves forward, courses will be added to create five functional learning areas, called Education Paths. The paths are distinct, but interdependent, communities supporting the extended EW mission area and course groupings will be tailored to increase knowledge, understanding and currency in the following EW professional concentrations: Leader, Planner, Program Manager, Technician and System Developer. Moreover, as the program matures, courses will be offered on EMS-related areas such as Cyberspace, Influence, UASs, ISR, IADS, IEDs, C3 and Space applications.

The AOC is committed to advancing education and training opportunities across the board for all EW professionals and the new operationally focused courses provide growth opportunities for EW practitioners and future EW leaders. It is vital that basic and advanced education and training be provided in a context that supports current "operational" needs to foster understanding and growth. This is the task that the AOC has embraced and is moving forward to address with its new education program.

The current courses are being scheduled for delivery and information may be found on the AOC website. Contact Mike Dolim at Dolim@crows.org for details.
