DISCUSS VITAL UNMANNED SYSTEMS: 2012 UAS/RPA Payloads/Requirements/ Operations Conference, December 4-6 at Nellis AFB!

SHAPE THE BATTLEFIELD: Attend the AOC Land EW Conference, December 11-13 in Quantico, VA
Within many military circles, it is becoming more and more evident that the electromagnetic spectrum and its manipulation, with a variety of toolsets, will dictate the actions of commanders in the 21st century. Whether monitoring a ground radar or leading from an operations center, the increased attention revolving around cyberspace and activities associated with the information environment are warranted given their ability to manipulate a commander’s perception of the battlefield. From an EMS perspective, the challenge is twofold: identifying the right technologies and then institutionalizing their use. Effective manipulation of the EMS requires that members clearly understand their roles and responsibilities so as to ensure spectrum activities support commander’s intent.

History has demonstrated that commanders who shape their battlefield, thereby dictating the tempo of operations, will eventually emerge victorious. However, history also has proven that control of a single war-fighting domain does not allow a commander to dictate terms within the battlespace. It is the combining of arms in all of the domains that has proven the most effective in eventually defeating or placating an adversary.

The AOC Land EW Conference provides focus on technological and organizational efforts, from land component perspective toward meeting these ends. Sessions and demonstrations provide evidence of how the U.S. and Allied services are implementing technology and changing organizational paradigms in order to manipulate the EMS environment.

Today, our community faces one of its most challenging and also opportunistic times. Senior leaders in our governments now realize how important EW is and how the contested/congested spectrum is the medium where all future successful operations will be decided. EW programs
historically have undergone cyclical lapses that correspond with immediate threats to our warfighters. 

For example, in the United States; thanks to our passionate community leaders, EW is among the few real growth areas in the DoD’s 2013 budget. U.S. leaders plan to spend $4.95 billion in Electro-optics and EW -- a 7.6 percent increase over 2012. The largest spending areas include ongoing EA-18 Growler procurement, JIEDDO’s "Attack the Network" project, B-2 defensive management system upgrades, large aircraft countermeasures, Next Generation Jammer development, and ongoing procurements of JCREW and AN/SLQ-32 improvements. These advancements are happening in the wake of more than $487 billion in cuts established in this year’s U.S. Budget Control Act.

Sequestration poses additional unacceptable risks which could lead to more than $1 trillion in reductions government-wide over the next 10 years, with potentially disastrous consequences not only for U.S. warfighters and national security, but U.S. partners as well. These cuts are happening in the middle of the most dynamic and complex security environment most of us have ever known; precisely at a time when advanced technologies are spreading cheaply across the world, eroding our technological advantages. Globally, we cannot afford to have our defense industrial base marginalized and lose the innovation and skill across our community. Now is the time for the AOC community to unite and speak with one voice to ensure that we maintain our warfighting edge.

For almost 50 years your AOC has been bridging the gap between Electronic Warfare and Information Operations practitioners, industry partners and decision-makers. Professionals from government, military, academia and the private sector have looked to the AOC to provide insight to emerging technologies and the latest developments to protect the warfighter.

Our membership continues to grow with representatives in over 40 countries. Today, our non-industry members composition is Army – 25.5 percent, Navy – 14.9 percent, Marines/Coast Guard – 14.9 percent, Air Force – 27.7 percent and other Government – 17 percent. Our jobs span across the fields of data processing, engineering support, engineering research and development, management, marketing and sales, operations, acquisition, procurement, production, testing and simulation and training in all aspects of EM spectrum operations, EW, Cyber-EW, Space Operations and Information Operations.

The AOC is the only professional association that represents you, the subject matter experts in EW, IO and EM spectrum operations, and collectively our role has never been more important. SYMPOSIUM INFORMATION
Following an inaugural event last year, the Association of Old Crows (AOC) is planning to hold the 2nd AOC Asia Electronic Warfare in Kuala Lumpur, Malaysia, November 27-28, 2012. The AOC is a not-for-profit EW (and information operations) advocacy association based in the U.S. with more than 14,000 members and chapters active around the world. As event logistics partner, the AOC has chosen Tangent Link who have an excellent track record in the Region. The venue is the Crowne Plaza Hotel, Kuala Lumpur.

EW Asia 2012 will build on the success of last year’s inaugural symposium in Singapore and bring together a wide range of leading military, government, academic and industrial thinkers and leaders in the increasingly important field of Electronic Warfare and associated Electromagnetic Spectrum operations and capabilities including ISTAR, SIGINT, C-RCIED, communications and spectrum management. The conference will explore topics of importance to this increasingly critical component of national security in the ASEAN and Pacific regions. This year’s event will feature conference sessions on November 27-28 and workshops, networking and social events, an AOC EW course and seminars throughout the week of the symposium and a large dedicated exhibition area open on November 27-28.

Symposium planning is being led by the AOC Director Global Operations, John Clifford OBE. The EW Asia 2012 conference has been structured into seven sessions:

    Session One – An Introduction to Pacific Basin EW Challenges
    Session Two – Perspectives on Regional EM Ops
    Session Three – Platform Survivability
    Session Four – EW Developments
    Session Five – EM Operations Integration
    Session Six – State of the Art EW
    Session Seven – Future EM Technology

CALL FOR PAPERS
Each day will begin with a Keynote Speaker to set the stage for the day’s presentations and discussions. Each session will include presentations from a variety of invited military, government, academic and industry speakers supporting the session theme of The Future of Electronic Warfare in the ASEAN and Pacific Region. There are a limited number of opportunities for outstanding individuals, organizations and companies to make a 20-25 minute unclassified presentation in English at EW 2012 Asia coherent with the theme and suitable for one of the sessions outlined above. Topics likely to be accepted include national perspectives from around the region; EW and associated capability briefs especially those dealing with integration; operational experiences; EW in the Maritime, Land, Air, Space and Cyber domains; threat briefs; force, platform and area protection including C-IED; technology advances and new concepts. Company briefs will not be accepted and company material will generally be limited to one slide in an accepted presentation. Help will be available to potential speakers throughout the planning, preparation and presentation, if required.

ABSTRACT SUBMISSION
Potential speakers are invited to submit a short abstract or set of key points/bullets of no more than one page that describes the presentation thesis by September 14, 2012 on any of the topics listed above. FOLLOW-UP DEADLINES                                                     
  • September 28: Speakers contacted and those selected invited to register. Once registered, speakers will be assigned a staff member to facilitate all aspects of speaking at EW 2012 Asia.
  • October 17: Presenters must be registered by this date.
  • October 31: Summary of presentation or copy of slides for show guide must reach the AOC.
  • November 27: Show up at the Crowne Plaza with your presentation and join the rest of the speakers for a short orientation brief and welcome.
